How will 2020 pandemic change the future sustainability policies in U.S., Hong Kong, China, and the world? USC Professor Marlon Baronet and HKUST Professor Hong Lo,renowned scholars on transportation, environment, and urban planning; with Professor Christine Loh and Noah Miller, subject experts and strategists on environment and climate change, will talk about the new definition of sustainability after the pandemic and how the disruption forces us to change in every aspect. Head of Sustainability at HKUST, Davis Bookhart, will moderate the discussion. The panel session will start at 10am HKT, followed by an interactive discussion with the audience.

Dr. Marlon Boarnet
Professor of Public Policy and Chair of the Urban Planning & Spatial Analysis Department

Dr. Marlon Boarnet, is a renowned authority on urban economics, urban growth patterns, transportation, and regional science. He is an expert in transportation and land use, and has served on the National Research Council committee that authored “Driving and the Built Environment.” His research focuses on land use and transportation; links between land use and travel behaviour and associated implications for public health and greenhouse gas emissions; urban growth patterns; and the economic impacts of transportation infrastructure.
Prof. Hong Lo
Head and Chair Professor, Department of Civil and Environment Engineering, HKUST
Director of GREAT Smart Cities Institute, HKUST
Prof. Lo‘s expertise includes smart transportation, dynamic transportation system modeling, traffic control, network reliability, and public transportation analysis. He has published extensively in the transportation literature, and was selected as one of the Most Cited Researchers in Civil Engineering in the Academic Ranking of World Universities (ARWU) 2016.
Prof. Lo is Founding Editor-in-Chief of Transportmetrica B: Transport Dynamics and Managing Editor of Journal of Intelligent Transportation Systems, and was awarded the prestigious triennial World Conference on Transportation Research (WCTR) Prize.
Prof. Christine Loh

Visiting Professor, Anderson School of Management, UCLA
Prof. Christine Loh was Under Secretary for the Environment in the HKSAR Government (2012-17) and a Member of the Hong Kong Legislative Council (1992-97 and 1998-2000). Prof. Loh has been active in public policy and politics since the 1980s. She founded and was the CEO of the non-profit think tank, Civic Exchange (2000-12), and helped to establish several non-profit organizations in Hong Kong related to the environment, equal opportunity, arts and culture, as well as human rights.
Her expertise in environmental policy is well-known, including advising the World Health Organization and International Energy Agency on issues relating to air pollution and public health. She is a Board Member of CDP Worldwide, and Global Maritime Forum. She is Advisor to HSBC’s Climate Advisory Panel, and a Member of BASF’s Stakeholder Advisory Council.
Mr. Noah Miller
PhD Candidate, USC Sol Price School of Public Policy
Noah Miller is a 4th year PhD candidate in the Sol Price School of Public Policy at the University of Southern California. His research interests focus on environmental economics and climate change, with special attention to the secondary and unintended impacts of climate policy as well as tradeoffs between mitigation and adaptation. He has co-authored papers with Dr. Adam Rose in the Review of Environmental Economics and Policy and the Economics of Disasters and Climate Change, and his current work includes working papers with Dr. Antonio Bento and co-authors focused on developing new methods of measuring the impacts of, and adaptation to, climate change – applying these methods to examine the role of existing institutions in helping or hindering such adaptive responses.
Noah received a dual BA in Economics and Japanese from the University of California: Davis in 2011, and a Master’s in Public Policy from the University of Southern California in 2016. Between programs he lived in Japan for two years teaching English and improving his Japanese.

Prof. Davis Bookhart
Head of Sustainability and Adjunct Assistant Professor, Division of Environment and Sustainability, HKUST
Davis Bookhart joined HKUST in 2013 to develop the university’s first comprehensive sustainability master plan (the HKUST 2020 Sustainability Challenge). After adoption by University Council, Bookhart now serves as the steward of the Plan’s implementation, and has an academic appointment in the Division of Environment and Sustainability.
Bookhart came to HKUST after eight years as the founding director of the Office of Sustainability at Johns Hopkins University, following six years as Senior Research Director at the Consumer Energy Council of America. He is Chair of the Task Force on Sustainability Progress of the HK Sustainable Campus Consortium, and serves as Advisory Board member of the Association for the Advancement of Sustainability in Higher Education (AASHE).
